A summary description is provided for policy functions for IMMORTAL in Table 8. This
workpackage will identify relevant information to support policy by operating topic workshops
to include researchers and policy makers from the URP (Appendix A) and related projects
(Table 11).

Objectives This workpackage deals with the development and dissemination of recommendations to
support future EC policy development regarding driver impairment and methods of intervention.
Specific functions for this workpackage include:
To review current and potential countermeasures to impairment-related accident
involvement;
To involve policy makers in workshop to disseminate information relevant to policy
formulation;
To produce an executive summary of all issues and recommendations emerging from the
workpackage relevant to future policy development.

(QA authorisation). Interrelation with other workpackages and expected results This is a key workpackage that is related to all other workpackages. Specifically,
findings from the research packages will serve as input to the CBA countermeasures and as
background to the workshop contents. For example, PR1 will feed into P4.1, P4.3 while R4
will feed into P4.1, P4.2. The results of this P4.4 will examine the cost benefit of various
countermeasures proposed for the chronic and acute impairment investigated in R1 and R4
(and issues raised in the other workshops). Accordingly, this workpackage should identify
key issues for future policy development regarding driver impairment and areas for priority
research.
This workpackage functions to incorporate policy makers in project results in order to identify
key issues to support policy development and future research prioritisation.
The workpackage is co-ordinated by SINTEF:
Task P2 - Analysis of countermeasures (CBA). To examine the cost effectiveness of
countermeasures, an inventory of potential intervention scenarios will be produced for a
preliminary cost benefit analysis (CBA). A subsequent detailed CBA will then be used for a
sub-set of the most promising countermeasures such as; treating impairments or removing
licenses, new age limits for driving and controlling drink driving. It is important to involve
each of the research workpackage leaders in this activity, but also to gain input from a wider
field. A web site will be built, and used as a forum for discussion with other experts in CBA
and transport systems. This activity will be a joint effort of TOI and SWOV.
Task P4 - Policy workshops. SINTEF will lead this workpackage. SINTEF, UVA,
SWOV, and TOI to conduct four policy workshops with invited persons from the User
Representation Panel (Appendix A), representatives from TREN and other experts from related
projects (e.g., Table 11). With the inclusion of IMMORTAL participants, each workshop is
expected to host approximately 10 - 20 persons (including travel and subsistence costs for
up to 5 nominated guests):

The key issues for policy development and areas of priority research identified in these
workshops will be separate deliverables (D-P4.1-4.4) as well as a final summary document for
policy makers (P-DP8).
Management
Task P5. Work package management and quality assurance. The work package leader
(SINTEF) will manage the tasks in co-operation with the task leaders and assure the quality of
the work. As a summary of the Policy Development workpackage, there will be an executive report
from all activities and workshops, presenting findings and recommendations, that will serve as
a focus for a presentation to, and discussion with, relevant Commission Officers.
The summary, and results of the discussion, will then be fed forward to the final project
report.
